The state of Odisha is located in the East Coast of India (17.480 – 22.340 N and 81.240 – 87.290 E) with nearly 480 kms of coast line of the Bay of Bengal forming its eastern and south eastern frontiers. The high Similipala hills forming a part of the Eastern Ghat range of hills and almost passing through the heart of the state is in its north. In the South flows the river Rushikulya bordering Andhra Pradesh.

The Chandbali College is situated in the Bhadrak district of Coastal Odisha. When exactly the name of ‘Chandbali’ came in to coinage can not be said exactly. This can only be ascertained that the name came in to existence from the Medieval period. However, considering the archaeological remains in and around the locality/area it can be said that from the Early Medieval period the place was settled and actively engaged in trade and commerce. After the Great Famine of 1866, the Chandbali port (also known as the Ravenshaw port) was established in 1870 by the enterprise of Captain McNeil & the strong determination of T.E Ravenshaw, the then Commissioner of Orissa. It became famous as one of the best river ports on the East Cost of our country having trade links with Calcutta, Visakhapatnam, Madras, Cyclone, Burma, Malaysia, Indonesia, Mauritius and Maldives. Passengers-cum-cargo ships were regularly plying between Chandbali & Calcutta. Chandbali is also nearer to the world famous Bhitarkanika National Park and Gahirmatha Sanctuary for Olive ridley and works as the entry-point through river route for the tourists. This small town of Chandbali has all the features of costal characteristics, i.e. maritime weather influence, coastal winds and cyclones. Climatically, the area is tropical monsoonal with three seasons—rainy (June to September), winter (October to February) and summer (March to May). Most of its people live in villages and belongs to SC, OBC and SEBC classes and agriculture is their main occupation.

The Chandbali College was established in June, 1979, by the educated youths under the guidance of eminent personalities of the locality in a naturally beautiful sprawling campus of nearly 12 acres. The aim of the college is to offer quality education to students from diverse backgrounds, irrespective of region, religion, caste, economic strata and to develop an all round personality with social responsibility which is reflected in our crest ‘ na hi jnanena sadrusham’ in the Bhagavat Gita (4.38).

The college was affiliated to the Utkal University, Vanivihar, Bhubaneswar for Intermediate Arts/Commerce Courses and Vocational subjects. The B.A./B.Com. Degree courses were introduced in 1981. Subsequently in 1983 as per the decision of the Govt. of Odisha the I.A./I.Com. courses were separated from the University courses and + 2 courses were created and the +2 wing of the college got affiliated to the council of Higher Secondary Education, Orissa. UGC recognition under 2(f) & 12(b) was obtained in July, 1992. Science classes at +2 level were started in the session 1992-93 and at +3 level started in the session 2003-04. The Fakir Mohan University came into being in the year 1998 by the efforts of the state Government and now this institution is under F.M. University, Vyasavihar, Balasore. The institution came under State Governments Grant-in-aid scheme in June, 1984.

Chandbali College, with mission to improve the quality of Life through education has been striving incessantly to stress the need for “Access, Equity & Excellence” in the field of Higher Education which is the main stay of RUSA. Since its establishment Chandbali College has transformed its goals in to a strategic plan which rests on three fundamental goals viz: to offer outstanding academic porgramme, improve teaching & learning Environment & enhance funding for best infrastructure in order to encourage quality research & training as well as exemplary academic activities.

This College belongs to Bhadrak Parliamentary (SC) constituency which is a backward region and for which needs special care & attention. Chandbali College is famous for its environment- friendly green campus situated in a rustic idyllic setting surrounded by greenery all around the College resurrecting the memory of Gurukul Ashram of ancient India.

The College follows the curriculum & guidelines as fixed by F.M. University and also adopts innovative teaching-learning & evaluation practices & methods keeping in view the strength & weakness of the students, Staff & the Institution itself.

The Board of Management is the Principal authority & organ of management of the College. It administers, supervises & implements various functions to achieve the objectives of Higher Education. The Planning & Monitoring Board is the Principal planning body of the College. The Academic Council considers the recommendation of the University guidelines and devises novel methods to execute it.

The primary purpose of the College to undergo the process of assessment and accreditation is the desire to evaluate its performance to enable to identify its strength & opportunities and to move confidently in to the challenging future. The curriculum several of UG programme especially in Honours courses are developed and up-dated and reviewed by the HODs and the Principal of the College. The local, National & Global needs are always kept in view while imparting education in various classes.

Thrust is given on Teaching –Learning & evaluation for the College has considered it as the key stone in the academic process. The Computer facility is available to all departments. The College is also trying to provide Laptop facilities to all faculties. National Knowledge Network broad-band line will be installed in near future. Central Computer Centre provides Desktop & internet facilities to all the staff. The College is also trying to interface computers with LCDs in each class room to develop power point presentation.

Admission is based strictly on merit basis through SAMS Lab and through open counseling process. Teaching-Learning strategies include didactic, inter-active Lectures, Group teaching, Practical & Project work. At every stage students are exposed to e-Learning. Examination system is fully transparent. Evaluation of teacher by students through structured feedback is conducted. Teachers function as counselors & mentors.

A Central Research Committee is in place at the College to Monitor, Co-ordinate, Control & facilitate research activities in different departments. Teachers have already applied for the approval of their Minor Research Projects from UGC for this session. Faculty participation in research work is encouraged by organization of training programmes on research of methodology and allied activities. The faculties are also encouraged to present research papers at state and national level seminars. The research culture is promoted and supported by the College administration by allocating funds from its available resources. So the College is trying to have an information resource centre to cater to the need of researchers. The college is also trying to have a modern science instrumentation center in the form of a Central Research laboratory in the science stream.

The College holds, organizes seminars, conferences, training programmes at regular intervals. The faculties are encouraged for publication of their creative writing as well as research articles in various National & International journals. It is important to mention that the college also encourages and facilitates the submission of various proposals to different funding agencies. Thus the college promotes research activity of the teachers & students. The college has also established linkages with employing agencies like DPCL at Dhamara Port and Shopper limited company at Chennai. Besides this the college is trying to frame a well-defined research policy under which there will be provision of separate budget for research activities of the teacher concerned.

This Institute caters to the need of poor students especially the Girls students of this locality in realising their dreams for Higher Education. The College has managed to arrange Hostel facility for girl students out of the present infrastructure. But the college is in dire need of a well furnished women’s hostel with more than 120 students in-take capacity. A separate hostel for SC & OBC students of this college will be very helpful for the economically backward students.

The College has laboratory in science stream but they have to be refurbished. The college is also in need of a well furnished modern library. The existing library needs to be modernized with information & communication technology (ICT) facilities. The college requires well equipped laboratories and library with virtual as well as e-Learning library. The college class rooms should possess inters active boards with power point presentation facilities such as OHP, LCD projectors, DVD players & laptop for all the teachers of all departments and for all the class rooms of the college.

The College has got the approval of MHRD New Delhi to open the study centre of IGNOU with M.Com., B.Com., B.A., MAH, BPP as the programme to be undertaken from the session, 2018-19. The IGNOU study centre in Chandbali College is another mile stone the college has been able to achieve for the benefit of the students from economically backward class of this region.
